All about the money. Alicia Keys and Jack White got their (horrible) song onto the top 10 charts in a bunch of countries all over the world.
Same thing with K.D. Lang's superb "Surrender" from Tomorrow Never Dies being dropped in favor of the dreadful Sheryl Crow song. The 007 song parodies they wrote for The Simpsons back in the 90s have been better than any official Bond song in decades.
Admittedly, I don't think that Bassey song is great -- I love SURRENDER but the rest of Arnold's original Bond songs are pretty mediocre (Garbage's World Is Not Enough, I hate the chorus on that one) or hampered by things like Chris Cornell's screaming at the end of "You Know My Name." There's another song I remember hearing that he wrote for one of these that was rejected too and it was pretty lousy as memory serves.
Still it's certainly better than the White/Keys monstrosity.
